***The sky was clear overhead with the wharf silent under the watchful gaze of distant stars. The gentle sound of waves against the harbour wall could be heard behind the myriad noises of the various docked ships. Rigging creaked in an almost lazy way and sails moved a little in the frigid breeze though they were furled tight. The occasional rat skipped from shadow to shadow among the numerous crates and boxes, hunting for the next meal or evading the many city cats.
No harbour city was ever silent, even a city under curfew.*** |

Garret sat on a rooftop. He wore casual clothes but also had taken to wearing a burlap cloak, wrapping his face in darkness. He was expecting Kharne to arrive any minute. The rooftops were not his attempt at surprise, however, just a pretty spot to observe the onset of dusk as he waited for fate to twine its yarn....
He liked Kharne deep down. He really did. He seemed one of the few Dukes with a level head. That and he was a Dragon. Only a fool would move to cross a Dragon. |

Kharne stood silently behind the thief master, looking down at the man. His thoughts remained private as he looked towards the east.
"Well, almost two in the morning and here we are when smart people are curled up in bed. But it is about time we had this meeting isn't it?"
He stepped lightly to the edge of the rooftop and sat, giving the thief enough personal space so that he didn't feel too threatened. |

Garret, detecting the Duke's presence at only the last minute, fought the instinct to reach for his knife. He stood then, turning towards the edge of the roof Kharne had moved to.
"Yes, it is about time."
A gust of wind eddied by them. It was cold. Winter sat on the distant horizon, making it inevitable approach.

Kharne nodded. "Well enough my former thieving friend. But you know all about marshal law already. A situation I really do want returned to normal as soon as possible."
He waved a hand vaguely, dismissing the problem.
"What I came here for, answering your polite request for a meeting, was to hear your proposal in a more detailed fashion. This is, after all, as neutral as we can get for now......." |

The King jumped to his feet. "My proposal is this. We, that is, my organization, will...in one way or another...become tools of the Empire. My offer stands somewhat stale and unneeded in lieu of Aegis' recent victory against our most atrocious enemy...but still."
It was here he turned to into the wind, his cloak flapping about wildly with an air of pomp and circumstance, revealing his lithe and muscular frame wrapped in the buckles and straps of his leather armor.

Kharne grinned broadly at the thief's behaviour. Stopping himself from applauding outright.
"The war may seem to be over but information will always be needed my friend. As I've said before, I have an interest in establishing a network of... information gatherers. The problem is funding. I need a list of your associates skills and abilities. Thieves is too broad a term. I need carpenters, masons, shopkeepers and the like. You see, such a network would become self funding at least in part."
He left the idea there for the thief to ponder a moment. He obviously wasn't wanting a complete list of Garrets people, at least not yet. But if Garret was going to serve the realm through Kharne as duke of Salarain then the whole lot would be going legit and being paid for it. |

"A list!" Garret let out a loud chuckle. "A list, you say? Sir Duke, giving you a list of contacts would be like...like...covering myself in honey and jumping into a beehive. You ask far too much."
Garret sat back down.
"I do not ask for government salaries, Kharne." He took out a great pipe and lit it, tucking it somewhere underneath his hood. "I do not ask for a writ of willy nilly thievery and burglary, either." He puffed on the pipe. "I ask only to be paid on a case by case basis. A service charge, if you will."
He offered the pipe to the Duke. |

Kharne waved away the offer of the pipe, never having seen what other species got out of the habit.
"Ok, I don't literally mean a complete list of all those who've been breaking the law lately my friend. I simply want a rough estimate of what I have to work with."
Kharne took a swig from a large flask before secreting it somewhere about his person once more. "Sorry, I'd offer but it's not something you'd want to drink. Getting back to the information....... I'll go along with the payment for information delivered for now. It's better than nothing. But I would like you to consider my offer. You would report to me and your subordinates would report to you. Of course it's years of work involved in setting up a thorough enough web."
He looked thoughtful for a moment before seeming to shake his head clear of his musings.
"Oh....and give me a name to call you at least.... master thief is annoying." he said with a faint smirk. |

He nodded. "I've got to run this by a few people."
He took out his own flask and took a long sip from it. He shuddered as it went down. "I can only imagine what horrible atrocities to mankind lay in the flask of a Dragon."
He turned and moved to the edge of the building.
"For now. Call me Elithyst." |

Kharne chuckled quietly at how little people really knew of his race, or of him especially. Nothing more than cattle blood was in his drink, but he wasn't about to announce the fact. He nodded to the thief before speaking.
"Very well Elithyst, speak to your contacts and think it through. We can start small and work from there. Come see me if you wish to chat again." he said, watching the man casually. |

The chuckle triggered empathy, and Garret spoke. "The remark on the contents of your flask was merely jest, Kharne."
He tightened his hood via a string.
"And so we part ways until our next conference. Kharne grinned for a moment at the mans sincerity.
"Don't worry, I can take a joke......but you still wouldn't like what's in there. I look forward to seeing you again......and I'll wish you luck on your more legitimate endevours."
He offered a slight wave then turned his back, to allow the man a little secrecy when he left. Hell he could follow his scent if he chose, but had no intention of doing so.
Instead Kharne waited for the man to leave. |
